		<description>Demand will always exceed demand for CDBG funding which funds the home repair progrom, however, the system could be reformed to work better for gentlemen like Mr. Thompson.  It appears from our research that funding for this program is disproportionately allocated to residents living on the SoSide and Tower Grove communities.  It may well be wise to take a close look at this program.

The City can creatively leverage these funds by working in partnership with organizations like World Changers and Christmas in April if they&#039;re not already doing so.

The entire CDBG program is in grave need of reform to assure low-wealth and communities of color are equitably benefiting from the federal funds that are designated for them.  Hopefully we&#039;ll see changes in the very near future.

I suggest you get a copy of the state auditor&#039;s scathing report on CDA and then lead the effort to convene  a Blue Ribbon Taskforce to exmine the auditors findings and make recommendation for reform.  It&#039;s time for institutional and systemic change so that Mr. Thompson can remain in home.</description>
