Board of Estimate and Apportionment (E&A Board) meeting, August 19, 2020
Regular meeting of the City of St. Louis Board of Estimate and Apportionment. The Mayor, Comptroller, and President of the Board of Aldermen form the Board of E and A, which is the city’s executive branch of government and approves all city real estate purchases, appropriations and the city’s annual operating budget.

The Board of Estimate and Apportionment regularly meets on the third Wednesday of the month at 2:00 p.m. in the Mayor’s Board Room, located in Room 200 of City Hall. A meeting notice is posted a day prior to each meeting; this notice includes a tentative agenda of the meeting.

THE TENTATIVE AGENDA FOR THIS MEETING INCLUDES:
ITEMS PRESENTED FOR THE FIRST TIME:
1. #21.006 Request from the Comptroller’s Office for approval of contracts and leases for various
City departments as listed on Exhibit A.
2. #21.007 Request from the Comptroller’s Office for approval of intradepartmental and
interdepartmental transfers from various City departments as listed on Exhibit B.
3. #21.008 Request from the Comptroller’s Office for approval of transfers between projects for
Capital Improvement Funds listed on Exhibit C.
4. #21.009 Request from the Comptroller’s Office, Deputy Comptroller, Finance & Development,
for approval of Property Schedule No. 2 under the Master Tax- Exempt Lease /
Purchase Agreement with U.S. Bancorp Government Leasing and Finance, Inc. to
provide Self- Contained Breathing Apparatus (SCBA) and radio equipment for the
St. Louis Fire Department for an amount not to exceed $10,250,000.
5. #21.010 Request from the Mayor’s Office for approval of a transfer of funds in the amount of
$2,000,000, in accordance with Ordinance No. 71182, from Fund 1410 Center 1202020
CARE- Pandemic 2020 Contingency to the Department of Human Services– Fund 1410
Center 8002000 Account 5659629 for Rental / Mortgage Assistance.
6. #21.011 Request from the Mayor’s Office for approval of a transfer of funds in the amount of
$300,000, in accordance with Ordinance No. 71182, from Fund 1410 Center 1202020
CARE- Pandemic 2020 Contingency to St. Louis Agency on Training and Development
(SLATE) – Fund 1410 Center 1212000 to provide PPE for the One-Stop Center and
additional funding for staff to maintain / monitor cleaning, sanitation & social
distancing.
7. #21.012 Request from the Mayor’s Office for approval of a transfer of funds in the amount of
$200,000, in accordance with Ordinance No. 71182, from Fund 1410 Center 1202020
CARE- Pandemic 2020 Contingency to the Division of Corrections – Fund 1410 Center
6332020 Account 5637000 to pay costs associated with placement of individuals by the
22nd Judicial Circuit Court on GPS monitoring, rather than in facilities, to reduce the
potential spread of COVID-19.
8. #21.013 Request from the Director of Airports for approval of Board Bill #TBD. This ordinance
authorizes the Abatement Policy on Financial Relief for STL Concessionaires and
Certain Ground Transportation Operators.
9. #21.014 Request from the Director of Airports for approval of the authorization to destroy listed
documents that have reached their retention period for disposal and are eligible for
destruction in accordance with the State of Missouri record retention requirements.

Analyst Position to their Table of Organization for FY21.
11. #21.016 Request from the Comptroller’s Office for approval to add a Government Services
Administrator position to their Table of Organization.

Request from the Mayor’s Office, Director of Operations, to discuss draft of
Board of Estimate and Apportionment Rules and Procedures for the Conduct of Meetings.
